I'm looking to buy a maxed runescape account that either has a max cape or is close to the requirements for one. As I've bought accounts in the past that have been recovered I will be taking every measure possible to ensure a safe transaction. You MUST have every single possible detail required to 100% recover the account. This includes messaging jagex notifying them that you are moving to my location in order to explain the change in ISP/IP.
