Reporting a scammer

He was suppost to level me from 73-80 str 2 days ago, he hasn't leveld at all
says, and he did pk a bit without permission.

This is what happened when i asked for a refund.

I know its only 5 bucks, but if hed scam 5 bucks, he'd scam alot more.
