    I've heard that looting NPC's with a blackjack is the best XP until 91 for thieving. I think it was in a guide on the RSB.

    Nope, the fastest way to 99 Thieving is by knocking and looting Monkey Knife Fighters on Ape Atoll. I got 74-99 Thieving in about 3 Days.
