No it is not community banned.

 

*It is community banned because someone tried hacking it as soon as i posted on here, suspicous... It isnt locked though, they just think someone tried to access my account. -

 

Don't link your account like that, it is against Steam Terms to sell your account. So it can be banned perm. or for a limitied period for violating their Terms. Thats why you should hide its real identity. But it looks like someone just reported it as their acc or stolen.

 

You can write a support message to the steam support with a picture of your cd key and the ticket number. you can unlock the account i had it too
