[WTB] Steam account with a 4 or 5-digit SteamID

Hi! I've never really been in the "trading community" so I'm kind of new to this, but I'm looking for a 4 or 5-digit SteamID to buy.

Account Requirements
The SteamID starts with STEAM_0:0 and not STEAM_0:1 if it's a 5-digit, otherwise 0:1 is fine.
If it's a 5 digit it shouldn't be higher than 0:0:50000.
There should be no added games but the standard Half-Life package with Counter-Strike 1.6 etc.
I'd like the account completely unused, but if Counter-Strike 1.6 (only) hours are idled that's fine.
Not really required, but I'd like the Steam Community profile not to be created yet so I can set my name without other aliases showing up in the Steam name history or SteamID lookup services.
The SteamID should not be traced back to any 1.6 (or any other games) leagues, or community server stats/bans via Google etc.

Seller Requirements
Since I'm new to this I'll only buy from someone I feel is "trusted", if there are any guidelines I should now like hints of a scammer, please post them!
I'd like if you knew English well so we can type and have a calm conversation via Skype or a messenger service that fits you!
I don't know what payment services that are normal but I have used PayPal in the past and can create an account of my own and use that.
