Here the game costs (from Steam Store) €15 ($20.3), I can gift it to you for $22.

For max. $9 you can get ONLY carded ( stolen, bought with stolen Credit Cards / Steam Accounts / PayPal accounts, etc. ways ), that usually would be 100% revoked from your Steam account till 60 days. (usually 1st days or weeks).

Last year there were SO many "Gift [Carded] Sellers" that... all of 'em were already banned. So... beware.

About this sentence Staunch. The answer is no; Some local stores actually sells CDkeys for 10$. I bought one for that price some months ago. Also, since the Christmas Sale is over now, I guess someone could have bought a game for an account for later use, and then maybe need it anymore. Also, before the Christmas sale, there were a package sale for CSS, where you could buy like 10 CSS games for 25$. So yeah, it is kinda possible to get it without carding
