Refunding a Prepaid card?

Well, I was trading with munaf676, and I sent him money through paypal for a runescape account. The thing is, even though I sent it as a gift, according to him it didn't. Anyways, he refunded the money, but the thing is, Paypal took 1.95 from the card to verify it, and it's a non-reloadable card, so when I spent the 1.95 from my paypal balance, it sent the extra money from my card as backup. Now, it refunded the 1.95 to my Paypal balance, but I see nothing on my card. Paypal says it refunded already. I see nothing, and still have 16 bucks on the card only. I'm fucked, right? This guy fucked me over?

It takes up to a week to refund money into a card.
