Lifting limits on my paypal?

I currently have $23 on my paypal, and unfortunately my credit card linked to it expired, and I need a new one.
I dont remember what works and what not, like prepaid cards, but I know it's a visa.

My question is, do prepaid visa/master cards still work to allow me to SEND money. If so, I heard I need $1.95 or something like this on the card. Is this true?

You can add a prepaid debit card and that will lift your limits. You can also add funds from GreenDotMoneyPak
