I know who this is, I know who his girlfriend is etc. Would it be against the rules to either post publicly, or should I just PM his info to the people he has hacked?

That'd be extremely against the rules, and he isn't responsible for the scams as his Skype was compromised, the victims never got a Sythe pm.
