Display Names Question

I was waiting for a name to become available and today the person who had it previously, changed their name again.

The name hasn't been put on to any new account, yet it still says it's already been taken.

Why is this?

 

It can take days/weeks/months/years for this process to happen. Honestly. It's because the name is STILL registered to that particular person and is still in the system.

 

I thought that once a player changes their name twice, it becomes available.

 

You need to wait 30 days (not sure) after the name has been changed, just in case the person wants to change it back to his original name.

 

According to Rune Wiki, once a user has chosen a new Display Name, his or her old one will be held for an amount of time. The name will be held for the 28 days in which the user may not change his or her name, and then for at least 7 more days, depending on the time the original name was held. This is so that he or she may revert to his or her old name if he or she wishes. Once these days have passed, the old Display Name will no longer be on hold and can be taken by others.
