Working with a partner to scam PayPal

Would this hypothetical situation be possible?

You have John and Doe, both of whom have verified paypal accounts.

John transfers a sum of say, $2,000 to Doe's paypal. Doe receives the payment and withdraws the funds to his prepaid card. After a period of 3-4 days the funds will be in Doe's prepaid, and Doe removes the card from his paypal.
John then disputes the transaction and gets his $2000 back into his paypal as Doe is not 'contactable'.

As Doe had already transferred the funds beforehand his paypal would have been at zero balance before John initiated a dispute. After John wins the dispute Doe's paypal would now show up with a -2,000 balance. Doe doesn't intend on using the paypal account ever either way nor does he have genuine details/information on the account in the first place. He ends up with $2000 sitting in bank and for added measure, he withdraws the 2000 from his prepaid and closes it.

John keeps his 2000 from the start and both parties end up happy while paypal loses money?

I don't think Paypal would be that silly to just ignore this situation. Maybe if it was a sum of about $10 per say but not $2,000. Nonetheless, it's illegal and fraudulent and doing so could put you in some deep trouble. Don't be foolish.

You're willing to risk going to prison and getting a criminal record for fraud for the sake of $2000...? That's unbelievable. Paypal are hardly going to let you get away with this, even if you did pull it off I'd imagine that you'd be caught very quickly. Make your money fairly, everyone else works hard for a living so why can't you?
