He is TWC evading, however more interestingly, it seems he was TWC'd/temped for fake vouches here:

And when an actual scam report was handle, he was already banned, but it wasn't perm so he was never actually permed for having scammed:

So unless i'm missing something it seems they should both be perm banned, Itstydyer for scamming and Metroidty for evading / TWC evasion.
