    Why do paypal keep limiting me.
    I had bank verified, got limited.

    Any other paypal that I had got limited for "Suspicious activity" even if I didn't accept any payments

    + How can i start using paypal without them limiting me.

    Why do paypal keep limiting me.
    You'll have to get all the steps to verification completed. They are limiting you you have a limited account and have then created a new account to avoid the limitations they have set on you. Kind of like evading a TWC on Sythe.

    Next time try the Help and Requests section in User Educations for these types of questions.
