It doesnt let you mke another one to avoid ban-evasion ( my guess).

You do realize if he scams or gets banned, so do you, right?
I would just use 1 account, and sell your brother's things using your Sythe account. That way your account will be more active, and you will have all your vouches on one account.

I'm pretty sure selling your brother's old RuneScape account on your Sythe account is not against the rules...
Trust me, it's not good to have a sibling on Sythe.org because you are responsible for your IP and siblings can ruin both accounts with one stupid mistake.
