    Why I think they should be issued a TWC

    Firstly, he is offering to buy someones 07 here:

    Which is far above the market price,

    He is then asking this guy here:
    http://www.sythe.org/runescape-2007-gold-buying/1657062-buying-100m-07-pp.html

    He's asking how much he's paying (in other words hes offering to 'sell' to him)
    and obviously he wouldn't be selling less then $3.20/m since he was buying for $3.20/m a few hours before?

    I just thing to two are sketchy, probably not TWC worthy - but I think it's sketchy :p
