The text effects were not working for me, I tried white/cyan/green. It might just be a glitch that's happened due to an update, I can't see them removing the colours anytime soon tbh, it should be fixed pretty soon.

Must be a bug. No point in removing colors from chat when you can just turn it off anyway.

Yeah its not working.

 

It's workin for me. Maybe go to the settings while in game and turn on chat effects.

 

It's the one on the 1st row towards the bottom, in the middle. The bubble with abc.

You might have chat effects off if you can't see any of the colors or animations.
