I played on a RSPS named Rune Legacy a few months ago, not sure if its till around but it had what you are looking for.

All owners are either dicks or total retards that sell ingame items for donations.

 

All owners also have money trees that help pay for the expenses...

Anyways, how can a server have a good economy if it's that easy to make money? It won't.

Trust me having donations is a necessity. Server costs are very high and donations mean that you care for that site and want it to continue on. Its just a reward for helping the site out. Go and try to make a server yourself. I never made a server but I ran a website and I had to pay alot of money on my own without taking donations which later I closed down.

Also would check out Zarpor it has a good economy and lots of bosses, duel arena etc.
One thing thats good about this server is the skills are not to easy and not to hard to train.

 

Donations aren't required.. most sites have them optional.
