Question bout trading please help.

Alright hey guys, i quit rs about 8 months ago when i lost my main Devilcry lvl 112.

Now i come back, yesterday started a new account, lvl 13 and 31 mining.

Alright here is my question:
Now that they have done this restriction to value a player can gain or lose with whatsoever quest points, how do i go about trading items from my banker like couple mill cash and thousands of ores so i can get my new character (a smither) his smithing up?
