Where Do I Apply For NSOTW?

Hey, I'm fairly new to the website, and I've only been doing GFX for 3 days now. I was looking to enter NSOTW (Newb Sig Of The Week); but I can't seem to find where/how to apply for it. If someone could show me where to look that would be ballin .
