What’s the definition of an active user of spam forum?

Apparently a user having 2,686 posts here and posting less than a month ago doesn’t dictate someone as an active user. So want some info on what does since there’s no criteria established.

I would tag a certain mod who ruled on it but he only has 5,683 posts here so wouldn’t want to assume he’s active.
