What warrants a TWC?

I'm just curious as to what warrants a TWC?

I've dealt with a lot of sketchy users and I'm wondering what warrants slapping them with a TWC.

I've had people point blank refuse to do any other trading method apart from the seller going first. No MM's, etc. Then finally when you have them agree on an MM they say they're "Not sure whether they want to do the trade anymore". You know the type.

I'm just curious as to what happens.

I don't believe there is a criteria set in stone, but they're given out for sketchy behavior such as what you suggested. In the situation you mentioned that would probably warrant a TwC. But simply not wanting to use a MM wouldn't. If you're in doubt just ask or post a report. It can be a little bit confusing, but when in doubt don't hesitate to ask someone!

Another example would be someone who has a pending report against them begin to start trying to buy lots of gold at a high price.
