What to use for making animation

Well I have been drawing comics and what not for some time and I am now wanting to get into animation I was thinking I could just draw each frame then then put them into windows movie maker but windows movie maker only lets you do 1 frame per second so I was wondering what is a good program that lets you drop down to more than 1 frame a second.

Also if you have any other information on the subject that you think may be helpful I'd be greatly appreciative.
