i never got banned why?

so, a while ago i use to phish on runescape with my friend, So one method we used was youtube method which is: You make a youtube vid with a fake giveaway then put a link in description and say like go down there to come to the runescape forums to join... and a way to get people was that we use to spam ingame, I even used my main account that i currently play on to advertise this way, All i got was like muted 3 times, my friend that phished with me he didnt even advertise with his account cuz it was a maxed turm zerk had like 800m, He got banned on that account. i even wrote to these peoples pm saying like ''haha i phished you'' stuff like that, Then afterwards he started over again and he played on one of his other accounts, that acc got banned after 3 days lol. i wonder why jagex dont do anything to me tho >.<
