Yes you could get cooking/fletching/Magic

Cows/Chickens are a fast way to level Range.

Are you f2p ? If so, you could probably get 99 cooking with that amount.

As for 40 range, probably slinging at the varrock sewers?

With only 13m, you need a skill that is either free or less than 1 GP/exp. Burning maples costs only about 4-5m for 99, so you should be fine. Other than that, you can also try for 99 magic, but you'll need to train using items that have really low GP limits. Considering you have 200k+ alches to 99, slow GE limits is really frustrating.

As for getting to 40 ranged, there's no better place than Seagulls.

 

Firemaking is within your budget and would look good with your trimmed robes if you get membs and buy the cape.

You have to burn almost 100k maples to get it though. Either that or risk your account botting.

 

You can definitely get firemaking. Firemaking only cost me about 4m.
