I'd just get 94 magic for vengeance, other stats look fine. Maybe 95 prayer for turmoil if you are rich enough.

Basic whip + dds works well still and I think dharoking too but I'm not too familiar with main pking

I would personally use vesta armor and hide the long if someone looks like they are risking large. Either that or the usual venge with claws + welfare gear to protect claws.

 

Whip+dds Combo works wonders for me, but you have to have vengeance for it to be fully effective.

With such a low budget, i'd say stick to whip/dds in rune and a neit.

You should try with Barrows (Dharok), Else you go with d scim and dds your str will rape them. >_<

 

Use welfare.
Whip, rune pl8 body, rune platelegs, climbing boots, ring of recoil, neitiznot,
(somekind of shield, like : rune defender/rune kite/obby shield) and strenght amulet.
That will be perfect.
