PC is Fucked, what can I try?

Alright so a friend of mines computer is pretty much fucked beyond anything I have ever seen and I can't figure out whats wrong. It can boot up and run but can't update, can't open most programs (malwarebytes wont even open), system restore won't open either. The thing won't even shut down. Just says "shutting down" for hours.I tried booting into safemode to see if it was a virus blocking the programs from opening and that didn't seem to help either. I cleared the CMOS, and still had no luck so typically my last resort is to reformat. When plugging in a flash drive the LED on the thumbstick lights up but doesn't appear in windows so we couldn't back anything up. In the bios the drive shows up but when i try booting from it it shows the windows logo like its about to work and then freezes or the screen turns blue. Not like a BSOD but just blue with no text.
If anyone can give me any ideas, what the hell can you do to fix a computer that you can't even reformat?
Also, GTAV runs on the computer without a problem oddly enough which leads me to believe it isn't a hardware problem.

 

This sounds like a hard drive issue.

 

that's what I was thinking, either Hard drive or motherboard. But if either were taking a dump, would GTAV continue to run?
I'm going to bring over a spare drive and see if I can boot onto that tonight.

 

Yes, the MBR is most likely faulty. hard drives are really sensible and get fucked easily

 

Take out the hard drive and put it in another computer if you need to backup the data. Try reinstalling with a DVD instead of a flash drive. There's bootable hardware diagnostics you can run.

update: flashed the bios, still will not boot from a USB. But I got windows loaded onto it via disc. Guessing the board just has problems from the factory.
