    Sythe official CC on rs?
    If this is a suggestion I think it'd be better off in the Suggestions forum or messaging an administrator for it to be called official.

    I don't really think they'd do that. Just because someone is participating in there CC does not mean they have broken any of Jagex' TOS.

    OP - we had an in game clan chat but no one ever joined so we just let it die and it was not 'official'.
