What is better? Visual C or C++
Err, I'm looking for two pieces of information here, number two is optional.
1) It really depends on whether or not you're interested in hardcoding DirectX, or using the XNA Framework, requiring your users to download the XNA Runtimes. If you are willing to hardcode DirectX (which can take an absolute AGE), then I wouldn't recommend either. I would recommend the C++ Standard, which is NOT Visual C++. If you are willing to use the XNA FrameWork, which can save a LOT of time at the expense of the libraries needing to be installed before running, then C# is your best bet.
2) This is a much more easy question: Why the fuck do you want to make a game like RuneScape? Be original man! RuneScape is hell boring xD
