Anyone hear of WorthTrack?

Important installation instructions for PC users: Please carefully read the following instructions before installing the application. If you do not follow the instructions outlined below, WorthTrack may not successfully run on your computer.

You need to have administrator rights on your computer to install this software. If you are running Windows Vista or Windows 7 you must right click and choose "run as administrator" for the program to successfully launch.
The application requires an internet connection for successful installation.
The application requires the Microsoft.Net Framework be installed on your computer.
Please enter all your information in contact information fields provided.
The information you enter will be used to contact you if the laptop is stolen.
Please provide as accurate information as possible.
After the software is successfully installed please Restart the computer.
Run ‘WTLauch.exe’ (again by right clicking and running as administrator) from your desktop and proceed to the last step.
Delete the shortcut ‘WTLauch.exe’ from desktop after launching WorthTrack the first time.
You are protected!
Remember, once you have installed the WorthTrack program, should your laptop be stolen, your deductible will be waived.

Basically what is this? Does it work? how? I don't see how you can track a laptop..
