Hard bricked my phone, paying for someone to unbrick it

Don't really know where to put this or if it is really allowed.

I have a one plus 3 and if you can unbrick it I'll pay you $100 btc or runescape gp. It currently has TWRP but I can't get to it because bootloader is deactivated and I can't activate it. Also my phones OS is deleted on it and I don't know how to sideload it without TWRP.
