Well, I am half interested in getting into VB, but first, is the program a pay for program, in other words, is the download illegal?

    Well, Yes and No.

But first, get one thing straight - Visual Basic 6 is outdated, so definitely do not bother yourself to learn it. Unless you don't want your programs to be efficient, of course.

Anyway, you can download the express editions of MS VStudio 2005/2008 from MSDN for free, but any higher versions (Standard, Pro, Team Suite) have to be bought. And trust me - They ARE expensive.
