Well considering you are looking at just some basic function of PS I would start out by looking up just some general PS tutorials and then get into the beginner sig tutorials on deviant art. That is the best way to learn, because DA has some of the best tuts. Then once you have started producing some work join a site like Planet Renders or FringeFX and start posting there for critique and they have super amazing resource sections that have so much stuff. Once you are okay at graphics come here and give away some sigs and then open a shop and start posting in the showcase section - heck even start posting your first signatures there. I am always in there to critique.

Not to be a smart ass but graphics is a learning process and it takes time and patience, and if you don't have the time or patience to look up some tuts then you shouldn't start. I can't really tell you what tuts to use exactly because I don't know your skill level, how well you learn, or anything like that. Like I said google something "Photoshop CS5 Tools Tutorial" and then when you are confident with the tools go to DeviantArt or YouTube and type in "Beginner Signature Tutorial" and there is a wealth of information there. That is how I learned everything I know, and that is how most people learn what they know.

    Trial and error and tutorials.

    - Trial and error: the most important thing when working in graphic design, in my opinion. Once you start messing around and showing people your work they will start pointing out to you how it is wrong and if they are good at critique what some possible changes are to it. It takes a lot of dedication and thick skin, because they are always people who won't like your work or will try to be douchebags and put you down.

    - Tutorials: These teach you technique and you never follow a tutorial and try to get the exact same outcome. Always start with a different stock/render and use the technique your own way to make something new and creative.

Note: Never take bad critique personally because they are usually trying to help you even if they are being harsh, as long as they describe how you can better yourself then they are doing their job as a critic.
