Just use toy mice they cost like 5K ea and you only need like 20. It will take you about 1 hour to get 35 agility from lv 1.

4.2 - Toy Mouse Training

As an alternative to training at an agility course, those who are level 1 agility can train it by catching a Toy Mouse. Simply obtain a Toy Mouse from a player or craft one using your Workshop Crafting Table 4.

Winding the mouse and releasing it gives 15xp per try, whether you fail, or catch it. This is best trained in a small area where the Toy Mouse is easily caught, for example in the small room above the Hairdresser in Falador.
