A VPS in laymans terms is a server which is run by a company that you can "rent out". It can run 24/7 and your computer dosen't have to be on for it to be on.
Basically it's a "computer" you can connect to and run programs such as runescape bots off of.
Here's an example: https://fragvps.com/runescape-botting-vps/
It cost money of course.
