Volta Pardon 3.0

Hello. It's been roughly a year and a half since I've last submit my pardon. Last time I was told I had no more outstanding debts or fee's but for some reason my pardon didn't get passed in voting. I believe I've waited an appropriate amount of time before submitting this pardon to hopefully have it passed this time.
