Viou is a scammer....

ok this all started off with me wanting to buy 200m rsgp, i contacted some sellers and they all said they dont take paypal. i contacted Viou and he said he would take it aslong as i went first. So he told me to send the money to [email protected]. In the picture below you can see that he requested 130$ invoice from me and i accepted it and he got the money. After i sent him that he said that. He was using a msn called "The Black Tux". In this picture, he confirms that he is indeed the black tux.
After that he asks me what i will do with the money and i said i will use it for supplies. Then he says this. He confirms that he is comming to deliver the gold to me and that his name is silverdelux1. But silverdelux1 isnt even a real runescape name. Then he messages me on The Black Tux saying he doesnt know anything about the 200m i ordered which can be seen here:
Then he precedes to BS me for a good 30 minutes. I charged back the 130$ after he refused to send it back to me. Then we decided to do 50/50. Me first sending 60$ to his email and then he gives me 100m. i send him 60$ and again he refuses to give me the rsgp seen here: After he does a little more bsing, he leaves. Paypal is investigating the 60$ i sent to him so i might, might not get it back. Here is a list of my emails of how many times i sent him money. I left out ALOT of stuff he said so if this is not enough to ban him i will provide more evidence.
EDIT: YES I KNOW IM NEW, this is why i think he would try to scam me, he thinks it would be easy to scam newcomers
