Well I sort of want to delve into PC gaming, I have a decent enough processor but my video card is major lacking

The game I specifically want to play is:
Oblivion which you can find the video card list there.

Anyways, which processor should I get on a budget of around $75?

Whats your current CPU?

And are you buying a video card or processor? You said your videocards lacking the wonder which processor is the best? :P

You'll probably wanna spend a little more money. I have a low-end card and it's still worth about $135.

Not to steal up your thread(actually to save space)
I have the same question. But I don't think I need to upgrade my video card, cause I don't really lag playing WoW, but I don't have a DVI/HDMI slot on my card /: which means I can't plug it into my TV and play. I have NO idea what format of video card I need to buy(I just know some don't always fit)
Here's all my info on it.

Does anyone know what card I can buy that is around that and has HDMI/DVI(either one)

Your CPU is damn old OP, just sayin'. :P
Do you know if your motherboard has a PCI-E slot? I know my P4 comp only has AGP.

I have an ATI Radeon HD 5700 Series,

It came with my pc, but costs around 70-150 depending on where you get it.

It can run anything I've thrown at it on max with no lag, including over 14 bots
