How to re-create this texture?

I've been doing some .psd surgery off some learning rights images, and I came across an effect that I really like



The problem is I have no idea how to recreate it. It was used in a background in a sig I was taking apart. The best I have come up with is a round brush set to scatter, with some blurring, but I didn't like it

Any ideas?

 

I guess it looks semi like what i did with my sig (I know im not a pro i just do it in spare time) It was just a scatter smudge, Im sure whoever did that used better settings and did it better.
