You can attack any1, you can't be on them for more then 10 seconds, but you can attack them at any time yes.

So in short, I can be at the bank, just relaxing, and then when I see a person I wish to rush I just attack them, even if their timer isn't on ?

 

I can't go into to much detail as it would give it away, and if your trying to make it seem like my guide is anything like yours it's not, i'v bought yours and i belive your way was patched.

 

But answer his question, can you attack anyone at any given time? or is it as they exit the pvp zone? or as you exit the pvp zone?

This guide works, but it isnt that good, 1st you cant attack everyone, only those who came from the wild. 2ndly its a bit annoying to wait for them.
