The user is basically trying to scam anyone he can, hoping he can get away with scams due to people not reporting them. He is obviously attempting to scam and needs to be removed from the community.

JustGoNow stated he's promised a refund but has been holding off on it, just like he did with PkHonorShop until he filed a report. It's obvious he's holding off refunding people he scams until they post a report to see if he can get away with it, and he should be banned.
