Firecaper taking too long, not refunding

Our deal was he gets firecape done on my obby mauler. He was also suppose to get 29-35 agility and compelte 2 quests. He said he will have it done asap, havent touched the account for 3-4 hours now and hes saying hes going out to lunch now. I do not want his service any longer and he took the 24m off my account. I can provide skype convo and any further info. Hes simply not refunding my money when he didnt start my account.
