Gamescape123 - Scamming

Briefly explain the trade: He was to get me 1,000 zeal for 12.5M RSGP
How they scammed: He agreed to get me 1k zeal for 12.5M. I paid him first, he confirmed that he received the 12.5M. He gets me about 245 zeal and then tells me he is CHANGING HIS ZEAL PRICES to 70M for 1k zeal. He then goes on to say he is stopping to get me zeal and will not refund me anything unless a moderator tells him to. What the fuck? When you agree on a job and someone pays you first, you are to finish the job and/or refund. He says that because he changed his prices to 70M for 1k zeal, I haven't paid him enough lol.

I want AT LEAST a refund of 75% of 12.5M (which is 9.375M) as he only did less than 25% of the job.
