This is just to confirm that you added an new address to your PayPal account.
Here are the details:" I went to the settings on my paypal.... i dont see anything changed... nothing untouched... but still worried about that email can anyone tell me if its legit or not? and if it is how can i take action against it

    You don't, or you do?

If you logged in on the official PayPal site and went to settings and no email/anything has been changed, odds are it's just a phishing email. Did it give you a link to PayPal in the email itself?

Either way, I'd go ahead and change your password to be on the safe side.

Disable your account immedietly using the settings. You could A) Get your cards stolen and money and debt get put on the account if you had any payment methods linked (bank, debit card, ect)
or B) the account could chargeback or send money and put the paypal account in Hundreds of dollars in debt and if you had your real name and adress on there, paypal will call and contact you to try and get the money back.
