    I believe it can show two people using same IP doesn't necessary mean its the same person.

    Skype matches etc would be enough though :p
    IP audits aren't normally enough to warrant a ban either

    Many people use VPNs to browse the internet, all it would take is a few members to use the same free VPN and many users will share that IP
