Unable to change avatar?

I've been trying for days now to change my avatar. It says I'm unable to do so - would this be because of the DNT I have? That would be the only thing I can think of, and if so, I personally think that's kind of weird. Could someone elaborate why I can't and, if my theory is right, explain why a DNT can't change avatars?

 

Elaborate more, is it a website bug or does it give u a error? if its a website bug i think it happened to me once and i had to change browser and it worked.
