buttexhiz/loujoe18 is a ban evader

I left them out of the title of that one since I found them afterwards and editted them in, but I should've put some sort of notice that they weren't banned either. The evidence is on the the other thread, mainly being that they're all linked via skype/ip matches with several of his banned profiles as well as each other.
