Friend appealed from my house, now I cant make an account!

Recently a friend from Chile, named Tristan was staying at my residence for around two weeks, he got me into runescape and showed me this blackmarket, now my desire is to start playing for which i'd like to buy some stuff to start off easier, when I asked him why i couldn't register he said it was because he was banned and used my ip to make the account for the high pardon appeal.
