He didn't file a dispute, paypal chose to review the transaction. That's not his fault, also there is no IP match between his current account and the other accounts you listed and I could find no connections between them. Do you have any other evidence?

for ban evader I know that it's him because he use same steam but I haven't proof and he use ip dynamic it's normal that you haven't proof. And for paypal dispute, I called paypal he tell me that ktbffh want recovered his money because his paypal was hacked ...

After doing an IP check it seems that he has two other banned accounts on his IP which were in fact selling steam accounts. I'll ban him.
