Quick answer is the lower amount of "digits" the older the account is.

Almost all 4digits were created the 11 and 12th of september 2003 the day of Steam launch.

3 and below are often too expensive for normal people to buy.

 

All digits from 1-7 are classified as low digits, as 6 digit is one of them his/her account is a lowdigit made back in anywhere from September 13th 2003 to October 15th-20th 2003 I think.

 

all this above + if you have a low digit account ( old acc ) people will think you are a experienced player especially when you have a lot of hours on the account.
