2pacTM is a scammer/report him now

I bought two UGC card from him ,one is 20USD ,another is 10USD ,but it is not actived ,i ask him refund ,first time he make lie to me said he already refund me ,today he talk with me ,ask me cancel the bill so that he can contact jagex/
I asked him refund me first then cancel ,then he said i am a scammer!
now i post all proof ,hope sythe can banned this ugly guy!
